实施生态立市战略，走加快发展、文明发展、永续发展道路，是新时期城市发展重要的指导方针和价值取向。黄冈市实施可持续发展的基本思路与主要做法如下：
　　一、 确立生态立市的战略导向
　　坚持城市发展的生态化、安全化、节约化和持续化，将环境塑造作为城市发展的核心价值之一，把环境承载能力作为确定发展速度、规划布局项目的大前提，把环境准入作为调节经济的硬手段，把环境管理作为转变经济发展方式的严措施。
　　二、 着力推进产业结构升级
　　在招商引资工作中，切实做到“四个把关”、“四个着力”。“四个把关”,就是要严把投资强度关,严把产出效益关,严把环境保护关,严把节约集约利用能源资源关；“四个着力”,就是着力招引世界500强和国内外大公司、大集团，着力招引现代农业、现代制造业、高新技术产业、现代服务业、基础设施建设领域的大项目，着力招引有利于促进产业聚集、能形成产业链的龙头项目，着力招引高就业、高税收和循环经济项目。
　　三、 加快发展循环经济
　　把农业产业化经营模式同循环经济的生态发展模式科学嫁接，优化农业生产布局和产品结构。在工业领域，建设一批循环经济示范园区和示范企业，努力形成企业小循环、园区中循环、产业大循环的循环经济格局。
　　四、严格落实环保法律法规和政策
　　健全和完善部门协同机制，健全和完善激励约束机制，健全和完善干部绩效评级机制，加大对节能降耗、防治污染等工作的考核力度，坚决淘汰高耗能、高排放、低效益的落后生产设施。
　　五、 大力培育生态文明意识
　　重视普及生态知识，广泛开展以“两型”社会建设为主题的宣传教育活动。
